New Clans at start of new round

Why is it that I have a message that I must use 76 more turns before I can start a new clan yet I see three new clans already started. I used all of my turns you get for setting up an account. Now turns have only been gentrating long enough for 27 turns to be generated. By my math that means no one should have had enough turns yet to use the amount necessary to start a clan. Just dosen't seem right to me.

Sponsors can start clans right away. They don't have to wait until they've used a certain number of turns.

the perks include:
double the turn regeneration rate, +20% attack bonus
+15% defence bonus
+40% market bonus
-20% costs
all youre units have +2 attack and +1 defence
you get to see when other clans have a war on you.
you can always cast magic spells no matter youre USR
the ratios for attacking with Magic users are /2
it takes twice as many hits to kill you
youre TOG gets you +43% over elves
you generate mana 100% more rapidly
you get to change youre empires name at any time in the game, with no history anymore, so ppl cant find out who you were.
you are allowed to use 3 accounts, but will be banned if atempting to make a fourth one.
you can also click on a button that cb's the whole game regardless of youre mage streighnth and lists all the people that are easy to break with lots of land, or have money you could steal
o ya... and you can turn off someones SS
and there is a perminant SS you may put up, which can only be removed by a spell that you have to cast.
i think there are a few more, but i g2g
anyone want to finish them off?
