Empires that focus on Deity have the option to have visions. They are the equivilent of the crystal ball. The different is  that the vision function tends to be random and reveals a random province's personal information that you normally couldn't get with a crystal ball. It would include how they distribute their land, what they are selling on the public market specifically, messages that they have posted in their clan forums, and even how much  they can buy their units on the black market. It would be interesting to incorporate this idea. I suggested "random province" to make it more fair.  Besides, with deity, you don't get to choose a vision anyway as it is given to you about something.

Maybe there could be some randomness in the visions. 

When have you ever had a vision/dream that was completely clear?  Maybe instead of having it reveal all their information there was a chance that it would reveal certain information, like:
10% chance for land distribution of City 1
20% chance for land distribution of city 2
40% chance for fortifications at City 1
etc etc etc

Of course, these values should 'scale' with how pious the empire is. (More pious, the less likely anything will be seen in a vision)

Interesting idea! 
I don't think there is any clear picture of how the deity empires are going to operate, yet. Keep coming up with ideas!

Here's another idea:

In order to regain health, Deity provinces can sacrifice citizens (think apocalypto: http://www.youtube.com/watch?v=SiJjow6AJEM&feature=related ) in order to gain favor and thus bring health to their province.
